The -4 isn't under the square root sign, only the x is

x >= 0.

x has to be 0 or positive. Can't take the square root of a negative number.

Domain is the possible values of x.
Domain is x >= 0 for 8√(x) - 4

If I were to plug in 0 for x then y = -4
Therefore, the starting point for this function would be (0, -4)

And so the domain would be {x greater or equal to 0}
