Whereas Raphael does have skill and a similar kind of reckless style, Wolverine has this on top of over 100 years of fighting experience, complete samurai and military training, usually an adamantium skeleton, and an ability to heal even normally mortal wounds. In spite of Raph's ninjutsu and slightly above normal strength, Wolvie has too many factors in his favor in a one on one fight.
