I thought the National Fantasy Football Championship had a good rule: 1 point per reception for everyone except RB's and half a point per reception for running backs. Not many of my friends are sold on the idea, but I think it boosts the value of WR's and TE's. For or against this idea? If the rule were implemented, what other changes need to be made in the settings in order to create a balance? I believe WR's and TE's are already at a disadvantage.

I like this rule. I also want to get IDP defense in over the wimpy team defense concept. Finally, I want to work the punter into fantasy league scoring (points for distance and bonus for inside 20).

Actually, the issue of time shares makes it MORE critical to pick an RB, not less! However, your scoring is incredibly QB friendly and this is a very dicey year for QBs. (I've been playing for 9 seasons and I've never seen a year like this). So I'd pick an RB at #3. You league is minimally PPR so grab MJD, although he may be already taken. Then because of the scoring, when it gets back to you, grab whatever top QB is available. Brees will probably be gone by then - if so, take Manning or Aaron Rodgers. I'd never take Brady this high, because no one knows how long it will take him to get back in rhythm - it will have been over a year and a half since he's played! (other than the 6 minutes he lasted in 2008). Most sites have him highly ranked but I think most sites are humping the name, not the reality. At pick 26, I think you're forced to take another RB if any are out there who don't share carries. Ronnie Brown would be a great pick at this spot - he's slated for a monster season. Others who might still be around worth taking this high are Larry Johnson and maybe Thomas Jones. The exception would be if a top tier WR like Boldin or Roddy White is available. Then I'd take that person and make my next TWO picks RBs. But don't hose this pick for someone like Brandon Marshall or Braylon Edwards - it needs to be a top 5 or 6 WR.
