1. Break the teachers' unions
2. Allow those with the proper technical background to teach (certification optional)
3. Allow red tape-free tax monies to fund private schools
4. Allow parents to decide which school gets their tax money and where their children go to school
5. Elected education excellence boards to sit in on classes and rate teachers with emphasis on improving their techniques but having the ability to fire those who do not improve to standards
6. Strict standards to allow moving on to the next grade that can happen when these standards are met (ie, take out the time-served element)
7. Discipline problemed children to be taught in a jail-like atmosphere with strict discipline and very close supervision

Get rid of the teacher's union (so it helps get rid of 'bad' teachers more effectively and faster), make all schools use a charter system, Standardise more subjects, add ethnic diversity class as a standard in middle school AND high school (high school is chaotic).

Adopt any other country's school systems if it helps (like germany)
