Because we're only mortals and don't really know what we're talking about when we say "forever."
Because people believe their feelings will stay the way they are at the moment they say "forever."
Because sometimes our emotions overwhelm our words and we say the biggest word we can think of.

In a way, love is forever, even if the people doing the loving change:

"Though lovers be lost, love shall not
And death shall have no dominion."

Like so much in this life, forever is relative. Feelings for children in my case will last forever. My forever.
As to companions, the women I have loved I still love. Oft times however, the scale of staying with them became over balanced to a negative that made staying impossible. The love remains, but not the relationship.
If you question is a relationship one, forever can be forever, but together, not so much.

Forever can sometimes be forever, just like never sometimes means never.

because sadly we arent immortal we have to die at somepoint (sorry to be all morbid) so there is no such thing as one persons forever. Also we dont know how long forever is. Someone just invented the word one day and it kinda stuck

actually there is probably forever because time will always go on even after we die and after the world dies
