The one who can see both sides. The outsider who has been the insider.

The insider is often blinded by the immediacy of their experience.

The outsider has time and room to think, but without experience they can never truely understand.

It depends on the topic in question.
Insiders usually have the upperhand though, I mean they know whats going on. Outsiders just have a constant unbiased opinion so you can have a neutral argument.
