To answer your question, if the second car had a greater acceleration, then there is a possibility for him to win even though his/her speed is slower than the other car. I think.

The most obvious is for the faster car to just sit at the starting line for a couple minutes after the start before even moving.

Joe drives at 10 mph for the whole distance.
Stephanie drive at 1 mph for the first 400 yards then accelerates to 100 mph for the last few seconds.
