It really depend on the woman. Most women appreciates the attention. When you stare at their face and body as a whole they know you are giving them a compliment. Women like to told how beautiful they are and how gracious they carrying themselves, especially when the compliment is coming from their husband.
If you stare for a long at their chest and behind, she may feel a little uncomfortable, but if you verbally give her a nice compliment, and excuse yourself they would mostly likely understand and respect your admiration.
I particular don't like anyone criticizing women appearance. The reason is because they hard on themselves as it is. They really strive to really look nice, and when someone says something mean about how they look, it really hurts...Men should be acceptor's to always give ladies compliment and show them how appreciative they are...God Bless

Staring is bad. Looking is not. Learn to look without staring. Like look at her chest then look away at something else. Then swing your eyes back past her chest and on to something else. I have always thought that a woman who truly does not want to be looked at will not wear anything tight or revealing. So it is OK to look, just don't stare

not if you aren't doing it blatently or so that she sees it or so that your girlfriend sees you looking at someone else. Girls look at guys fronts and backs all the time so we'd be pretty hypocrital to say it isn't alright for guys to do the same. We are just more subtle about it.

If you have a gf and are with her than yes it's very f-cking rude. But it can be a compliment if you're not perverted or rude about. I know I always feel good when guys compliment my @ss or stare at it.

depends. does she have kids around her that would see you just starring at their mom?
does she have a husband, boyfriend that might get pissed off at you if your caught?
would she see you doing such things?
if not........ then go ahead and look but dont touch unless you have permission
