You need to replace the flapper valve as described in previous answers. They are cheap, less than $5.00 (US). Also, check the seat where the flapper valve seals. If it is rough, it will need to be replaced. Again. not expensive but a little more involved in replacing. Directions are on the package. You need to know the toilet manufacturer in order to get the right one at your local hardware store.

Two things it could be-your flapper is bad. Put some food coloring in the water in the top of your toilet. If you see that color in the bowl or gone, you know you are losing water. Home Depot has the best flapper in the world for about $7.50. It has a ring of gluey gloppy stuff and after you drain the water and take off the old flapper and dry everything with a hair dryer (don't electricute yourself) you stick the ring of stuff in the flapper and stick it around where the water goes down and connect the chain in the top to the lever so that when the top is on it will open and shut properly. They last forever and never leak. This one has a cup on the back that fills up and drains to be sure the flapper works correctly. Just don't pull it loose.
Or-I had someone put in a new toilet and the ball thingie was too high so that the water level was going over the tube and every so often it would run over and then try to fill up. In that case you have to lower the water level in your tank. Either bend the ball down. I had to take the darn thing apart and then found out the ball was cracked, bought a new one at HD screwed it back on-but in the mean time bent the metal bar the ballcock is on so that it was lower and thus the water level lower. If you have the newer thingie that controls the water level, it depends on which one you have but you need to twist it down or whatever that one requires. Usually it's the first thing but with plumbing you never know. . .All of it is pretty simple.

The sound you hear must be water filling the tank (water closet). This means that water is leaking from the tank in the mean time. If you don't see it on the floor then it has to be getting by the flapper that lifts when you flush the toilet. The flapper may be rotten, or it may just need to be wiped clean. Lift it and wipe the underside, and wipe the opening/seat that it seals. Also, make sure the chain that lifts it when you flush has some slack when it the flapper is closed.
If you have to replace the flapper you need to turn off the water at the connection under the toilet, drain the tank, before you remove the flapper. Go to your local hardware and ask about a replacement. You may have to get a flapper assembly, which means you have to remove both the flapper and the part that it sits on. It is not that hard to do. Your hardware store will supply you with and part, tool, and sealant you need. Just keep all sealing surfaces clean during installation.

Some newer type toilets have the overflow feeding back into the toilet bowl. Perhaps the
water is filling up above the overflow and the excess water is flowing into the bowl.

The first guy was right the flapper is leaking. Get it fixed you are wasting a lot of water. A leaking flapper can cause you to waste hundreds of gallons of water.

Sounds like your flapper (the part hooked to your handle with a chain) needs replacing its only about six dollars and your hardware man can tell you how to replace it. Its worth a shot!

i had the same thing and it was a worn out handle.the water would keep comming in every few minutes.my water bill this month is 105 dollars,and until i can afford to get it fixed we have shut the valve off to that 1 toilet.thank goodness we have more than 1 bathroom

Check if your flapper is properly sealing at the bottom hole.
Something might be stuck there, causing a slow trickle.

lift off the lid of your cistern, as it happens every 15 mins, watch it, see what's happening and give more info, never heard of a cistern that self fills every 15 mins.
also check that this flow of water is not then making it's way into the bowl. fingers crossed that it isn't.....
