The name of Isaac Monroe Cline is best known today for his association with the Great Galveston Hurricane of 1900 (due mostly to the best-selling Isaac's Storm by Eric Larson). And although the storm had a profound effect on his life (losing his pregnant wife to the storm surge), it encompassed but a few days of his distinguished career which covered over half a century. While some may disparage his tropical storm forecast that fateful week, Cline was recognized as one of the top flood forecasters of his time and a pioneer in weather forecasting. Even today, Cline is remembered by the US National Weather Service (NWS) by bestowing an annual award honoring his name for "operational excellence of line employees in the delivery of products and services supporting and enhancing the achievement of NWS strategic and operating plans." Cline was urged by his assistant to issue warnings to the residents of Galveston, but he steadfastly refused, insisting that the uncatagorized but possibly Cat 5 storm bearing down upon Galveston was not going to be so severe.

I'm afraid I don't know the significance of Bernardo de Galvez regarding the flood of 1900, since he lived in the 1700's, was prominant in the Revolutionary War, in Louisiana, Florida, and the Bahamas.

The Galveston "Flood" was actually a hurricane that killed a lot of people and flooded the low lying town with high tides and heavy rain. The town was rebuilt with everything raised some large amount, but by the time it recovered, Houston had taken over the role that Galveston had as a port before the storm.
