Physics: Ball at it's peak?

When a ball is at it's peak height (if you threw a ball in the air), is it at equilibrium?

If it were at equilibrium it would stay there, meaning its velocity = 0 and no forces are applied. However there is f=mg applied by gravitation so it accelerates downward.
