We vote for them. They are chosen by ballot in the districts that theys erve. It was not like that before the U.S. became a nation, but has been ever since.

In the case of the Senate, the people elect two candidates, usually not at the same time to Congress, while in the House the candidates are elected by the district they represent. Hope it helps.

Each state elects their own representatives to the Congress. It has always been this way.
