I have a neighbor that wants to videotape kids playing in dirt and use it for harassment. Is it legal for this to go on? I know these kids have legal rights. No one was getting hurt and adults was there watching the kids having a good time. I seen nothing wrong with them playing in dirt...

Yes I did call the police they never showed up.. They tell them they are turning it in to apartment management for what reason I have no idea, like I said before these kids are doing nothing wrong.. I can see if they was doing something wrong...

As long as it is can be seen from a public place, anyone can be videotaped at any time. Celebrities know that well.

The people being videotaped cannot own the videotape and the person who took the video can sell it or use it in a court of law. Many people that live in high crime rate areas are quietly using video cameras to record drug dealing activities. Police officers can then use the tapes to arrest criminals.

It is hard to determine what you mean by harassment. How will this neighbor use the video. It is probably legal but there are limits as to what the video may be used for.

You can photograph or videotape anything you want as long as your camera is in a public area or on your own property. Some states forbid audio recordings without the subject's permission, however.

Video taping in public areas is easily criminal; like it or no longer. Your neighbor would be a knucklehead, yet thats criminal too. So he can stand in his backyard or on the sidewalk all day and not violate any regulations. as long as you're in public view: ie on your backyard, he can video tape you. I doubt you will locate any state, federal, or ordinance forbidding it. that's to no longer say, the PD can't be called and "ask" him to resign. yet he would not would desire to conform.

it's hard to determine.. is he going to kidnapp the kids and do something or is your neightbor being a perv? and does your neighbor know the kids parents? or is he a sexual perve?
