It is possible to retrive the deleted files to from recycle bin is because the binary data of that file is still written on the disk but just the address of the file is deleted. To remove it completely you have to write either 0s or 1s on the disk and destroy the file's data from there. The easiest way is to use a safe deleter software. I have found one of the most fine is the "System Mechanic 3.7i". There is a option in there. You can also use "TuneUp Utilities". I think it should do your work, if you want to write a program yourself then you have to have some knowladge in assembly.

The only way you can permanently delete files is using a "secure deletion" third party software. This software encrypts the data multiple times and then deletes it. This is the only method endorsed by the US Department of Defense.
IF you dont use secure deletes, the information is still remains in an inactive part of your hard drive. It can easily be recovered using downloadable software. Check out the link below for how to choose a secure delete software. Hope this helps!

I second heebus_jeebus's recommendation for using DBAN.
Please note, however, that DBAN will *completely* erase your computer (sometimes taking several hours to do so) and leave your system completely blank. Not even your operating system will remain.
Only do this if you have a means of restoring the operating system to your computer, such as having your system CD (say, the Windows CD provided by your computer's manufacturer) handy.

Killdisk will get the job done, but you might want to run it a few times as it only runs one pass. But if you're seriously paranoid Darik's Boot and Nuke (DBAN) is even more thorough.
BTW...doing a system restore as someone advised is not safe for this purpose at all!

If you have the phone number already. Do a Phone search. you put in the number and it will tell you where it is from. If it is unlisted i don't think there is anything you can do. This program is good for you
