Whats a Good image vectorizing program?

I really need to Vectorize my self for a project

if not vectorizing any program that can make a photo in to any art (drawing/painting etc.) will work

Inkscape to vectorize (trace) images. Paint.NET to convert images in drawing or painting using filters. Both programs are free. Links:
