I had trouble finding the conduct rules (which is where I think you'd find it). Any way here is the qoute of it from an ESPN article: NFL rules state "no video recording devices of any kind are permitted to be in use in the coaches' booth, on the field, or in the locker room during the game."

I'm not sure there is a rule. I think the controversy is about having crossed some imaginary line between "fair play" and "cheating."

i believe they were videotaping. the keyword there - "taping". if they were taping then they were not using the material that was being taped. how exactly is that cheating? its like taking a test in chemistry and being called a cheater for having your chemistry book in your bag.
