All animals should have their basic needs met!
Freedom from thirst, hunger & malnutrition
Freedom from discomfort
Freedom from pain, injury & disease
Freedom to express normal behaviour
Freedom from fear & distress !
Stray animals are not having these needs considered!
The best solution is to have them spayed & neutered!
Never buy from a pet store!

I think all animals should be free to roam as they have since the beginning of time but if you mean pets like dogs and cats then there should be mandatory micro chips put into all animals that come from breeders to trace the stray pet back to the owner and fine them for abandoning an animal.

Birth control is the best, safest, easiest, most humane, and cheapest way to end stray/overpopulation problems.

If they are never born, they can never "go stray".
