how did you pay him? did you use a CREDIT CARD through PAYPAL?
once you are SURE you have the refund, report him as a Non Selling Seller.
and never bid on his items again.
if you leave him negative feedback, rest assured he will do the same for you.
leave NO feedback and move on.
if you are buying on ebay, ALWAYS
pay through PAYPAL and fund it with a CREDIT CARD.
then if anything goes wrong and PAYPAL can't get you a refund, you then have the option of filing for a CHARGEBACK through your CC provider.

I have dealt with a bunch of people on ebay that have tried to screw me over. You can either file a claim with paypal saying what is happening and that usually scares the seller into fixing the problem or you can just let him refund the money. It depends on how you feel about it and the item itself. He seems like he just doesnt want to hold up his end of the bargain. So I would file a claim and that has always worked for me but they may just force him to return the money which he already offered to do.

I'd take the refund, then after it was safely stashed in my bank account and had cleared, I'd leave him bad feedback. You'll have to condense it some, but can get the idea across.
Face it, he's lying to you obviously, but you aren't going to get the item for the price of your winning bid.
