its' starving from hunger, give it some cheese.
If it uses batteries, look underneath, find the battery place, and change the batteries.
sometimes my optical mouse get too many inches away from a small black box.....which this happens it is not happy. To make the mouse happy, and work, again, I move the black box close to the mouse.
If you have a ball mouse, the ball may be dirty, if so, turn the mouse upside down and clean it with cotton swab and some kind of fluid that I forgot the name of.

If it is an laser mouse it could be the surface you are using. If the cursor (pointer) is moving all about instead of where you want it to go try a different surface. A piece of non-glossy white paper from a printer will work fine.

you can buy a new cordless mouse or just replace battery.

if your mause is a laser mause you may want to download the driver from the manufacture , just to calibrate the mause and the software
