hire a sandblaster...it is a mess and it is work, but it works.
again hire someone experienced with the equipment, you can bore a hole in concrete and brick in a heartbeat if you don't know what you are doing and don't pay close attention to what is going on with the nozzle.
and you gotta be wearing the right kind of hood and breathing aparatus, and clothing and gloves and etc etc etc.

Hi,that's hard to get off of concrete because concrete is so porous. You'll need to rent a sand blaster. Sorry there isn't an easier way,but there isn't.Byee, Oh, Have you called your city? They take off Grafitti, they might charge you,but you would have to pay to rent a sandblaster anyways!

Pressure washing should do it. A good pressure washer will actually destroy concrete.

Sandblasting will work as well. That is what pros do.

You can rent a sandblaster but, have you thought of just repainting over it, something appealing to your eye. It may be a lot cheaper.
