Those locks work on the same principle as security tag detectors at the exits of supermarkets. They generate an electromagnetic field at one particular frequency, then look for a disturbance caused by the tag (or in your case, the key) at that specific frequency.
The key simply consists of a small coil of wire shunted with a capacitor that is tuned to match the transmitted frequency.
A walkie-talkie works on a different set of frequencies. Otherwise evey time the security guard walked past the detector it would go off!

The answer is no but iv done it, I can open all doors on local flats etc and even did it on a critical door ment for public protection, Im not going to give you the scymantics but you will need three tuners from radios found in the pound shop.
Basically join them up then start turning the first dial slowly then the second and third till the door opens, it works in more the same way as the shoplifter alarms in shops work.
