It is called "Iron On Transfer Paper." Should be available at most office supply and computer stores. The stationery and school supply sections of supermarkets and large pharmacies should also carry some.

I am assuming you are talking about printer paper to print the design on. Different types of printer use different papers. Find out if you printer is laser or not and be sure to buy laser paper. The paper should be marked what kind of printer it is design for.

transferance paper. you can get it at your local walmart or the like in the arts and crafts department. if they don't know what you are talking about try the photo department.
