the QB's have receivers to call the plays with but, holders for field goals would wear them and a lot of times they'd get transmissions to fake it and run (which they can't do) so the ref.s see the sticker so they can make them wear a different helmet .

i think it means that they have speakers or w.e. in their helmets, like for the coaches to call the plays.
