The chain, when the bike isn't running, has a slack of just over an inch (up and down.) I'd like it tighten it in case it comes off on the road- just trying to be safe.
What is the optimal tightness and how do I achieve this?
any input is appreciated,

do you mean 1 inch up - 1 inch down (2 inch total)? if it is 1 inch total that is just right. in other words about 1/2 inch up and 1/2 inch down in the center of the bottom chain span. if it is 2 inches you should tighten the chain by moving the axle back - if there is room. loosen the axle nut and use the little extension bolts each side to push the axle carrier to the rear. it doesn't take much. use the hash marks each side to line up the axle very carefully. retighten the axle nut (it should be torqued) and then re-check the chain tension. if you run out of travel on the axle carrier it is time for a new chain and sprockets - since they are worn and the chain is stretched.

A link can be taken out of the chain, but.....

I would first check to see if tension can be put on the chain by adjusting the position of the rear axle. There would be adjustment on the ends of the rear swing arm on both sides.

like dmb said- there is a lcoknut on each side of the swingarm.
dont overtighten the chain- its slack so you can change gear and go over bumps

you want it taught on top, 2-3cms slack on the bottom

and make sure you align the rear wheel properly when you're done or you wont go in a straight line!

It may be too tight as is,when you sit on it it will tighten more.
