Anyone can get on the general housing register or 'list' as you call it - even someone with a house already. You do not need an appointment to do this, simply fill in a form and register. You will then get allocated points or put in a band depending which system they operate.
However if you are applying as homeless they will need to see you to establish if you are actually homeless, and if so whether you are 'priority' or not. This is because homeless people get extra points to move them up the list, or because if you are priority you may need emergency accommodation.
They will question you to establish if you actually are homeless, then if they are satisfied you are homeless they will establish if you are priority or not. Priority people include under 18's, people with disabilities or mental health problems, people with certain ill health, people with children, people who have lost their property through no fault of their own ie fire or flood. Remember though even priority homeless doesn't mean you will get a house. They could offer you emergency accommodation or Bed and Breakfast.

Most Councils have sold off a lot of housing stock and only those in 'dire need' get houses these days .. you MIGHT end up in 'Bed & Breakfast' if you have absolutly no-where else to live .. (but to prove this you virtually have to be living on the streets already)
1) Why can't you carry on living in rented accommodation ?
(ans. you can't afford the rent and the landlord is evicting you Response:- they will say 'come back after you have been evicted')
2) once you are evicted .. why don't you go and live with your Parents / brothers /sisters / in-laws who-ever ?
(answer = you have been thrown out & you can't go back becasue you are in fear of you life due to the violent sexual advances of your Uncle/mums lodger/stepfather whatever )

Response:- come back after they are born ..
They will then say "you have 80 points, we are putting you on the list, curtrently we are only giving houses to those with 1,000 points or more" i.,e. wait 100 years or untill you are dead ..

They will want to know your current housing status...eg private rented , when tenancy began, any rent arrears
and they wil want to know about your household how many kids, pets etc

it will help you to pretend to be from eastern europe and tell them your english is not very good....other advantages....lots of kids...unskilled....ask them where the benefit office is....good luck
