try to talk to him and find out what he feels is the reason for the two of you not having a relationship. Don;t make it appear you are pressuring him; merely wanting to find out what the score is. And if he's got a valid reason - like total incompatibility or the like, then accept it and move on. I it is a bit flaky then try to improve where he sees deficiencies and make yourself and the relationship more attractive to him.

Seriously though, it sounds like his feelings have been hurt or worse yet, YOU HAVEN'T FULLY RETURNED THEM! Meaning are you paying the kind of attention to him that he is to you? If not try it, it sucks being the "giving one" in a one-sided relationship. Better to end it with him, than torture him by just using him.
