While polar bears are confined to Arctic regions, penguins are southern hemisphere birds found from the equator to the coastline of Antarctica. There could be polar bears at the north pole which is in the Arctic ocean but there are no penguins at the south pole, it is too far from the sea.
If polar bears ever met penguins, they would eat them but they never meet.
