Attending the Olympics varies in cost depnding on the host city. The prices for tickets for the summer olympics in Beijing are fairly cheap (many tickets $20 or less). Also food and taxis are cheaper than we are accustomed to here in the USA. Hotel prices usually have a large jump during the Olympics so there wont be much savings there.
Vancouver on the other hand will be more expensive because it is a more developed country and prices there are more expensive then Beijing. Either way you always need to book early if you are planning on going to the Olympics. About 24 months before the Olympic games start watching for ads. About 18 months before the games you can put your name in to reserve tickets. 12 months before the games you can book hotels, airfares, etc.
Nothing is ever free

It costs a bit. It really ruins the feel of the Games.
