'Ginger' is British slang. It either means someone pale, with red hair and freckles, or someone homosexual. In either case, it's not meant to be a compliment.
It wasn't, by the way, made up by South Park. They simply thought the double meaning a good way to make fun of the character Ron Weasley from "Harry Potter."

I have heard of redheads being referred to as 'ginger', but I guess if it describes a trait, maybe feisty?
Also, if someone does something 'gingerly', it means they are using great care and caution.
