It is my understanding that the nature of cable internet is such that the more people in a given area are using it, the slower it becomes. It could be that more of your neighbors are now getting cable internet. Maybe the company offered a special deal and they got a whole bunch of people in your area to sign up at once.

Might be that you haven't spring-cleaned your computer and it's so full of unused documents and folders that they are slowing down the downloads. You need to look through the stuff on your PC and delete the stuff you don't need any more, to clear the system.
