Okay so occasionally, I come across a gecko/lizard thingy in my garage.

It looks completely black, maybe with stripes (no orange spots) and it doesn't look dry and scaley. It looks more like it would be maybe slimy/smooth if I had dared to touch it.

I live in North Carolina, and I'm wondering:
What the hell is it?
How do I get it out?
Is it poisonous (I think it nips, but I'm not sure, I've only seen it run around)?

Sounds like some sort of salamander. Just gently scoop it up on a dust pan or piece of heavy paper and scoot him outside. He's not going to attack you!

Actually the Gila Monster is not poisonous, its venomous. There is a difference! And they are not the only ones. The Mexican Beaded Lizard is also venomous. Other than the deadly bacteria located in the Komodo dragons mouth, there are no other medically significant lizards in the world.
The lizard you describe does sound like a salamander. Was he on the floor or wall? That makes a difference. Do you have a creek or river nearby? He may have wandered in from there. Try useing something like a butterfly net to catch him then take him out in your yard, away from the house to release him. Remember that most little lizards eats bugs!

the only proven poisonous lizard is a Gila monster. Although Komodo Dragons have such bad bacteria in their mouthes that it is as bad as a poison.

In short use a broom sweep it out or get some gloves. Geckos can be biters.

Why not just leave it alone? It's most likely in there eating insects and is doing you a favor. And there are no lizards in North Carolina that you have to worry about.

No it won't bite you unless you try to pick it up. Its most likely a skink. Like already mentioned why not just let it alone.

does it look kind of like a snake with legs? sounds like a skink or maybe racerunner.
