It should have come with several CDs labeled Dell Recovery Disk. If not, you can go to www.dell.com and request them for your model. You'll need the Dell Service Number on the white sticker on the back of the machine.

You should really buy yourself a Windows XP or Windows Vista disc, so you can format your pc (remove everything off it) and then reinstall windows.
Well, if you want to clear it up, try some of the following:
Go to Start > Help and Support > and choose "Undo changes to your computer with System Restore". Now choose a previous date to restore your system to and follow instructions.

Now go to Start > Control Panel > Add/Remove Programs and remove any unnecessary programs you do not want/need.

I don't know how long it's been since you got it, but have you tried running System Restore?
