In larger dealer shops, the "service advisor's" are the people that are the go-between for customers and mechanics and usually are the ones that answer the phones, discuss the problems and make appointments, some of them are ex-mechanics themselves but not always although they should have a good working knowledge of how cars operate and warranty or repair requirements---service manager's control the whole operation of the service dept. and in some shops, there is a dispatcher that hands out the various work to the mechanics from the service advisors.

It will depend on the place. Some small shops, the mechanic writes his own work up. Most places have a "service writer". Some places just call it a scheduler.
To be safe, when you call a shop, you will ask for the "service writer". They will know who you need no matter who does the job.

In most cases (major shops) this is the Service Writer. In small mom and pop shops it would be a secretary or receptionist.

That person is call the service manager.
His job is to get as much information from you as to what is wrong with the car.
Try to tell him everything you can about why the car is doing what it is doing.
