Florida is near the coast where Nebraska is far inland.
As far as destructive huricane's name , names are "retired" if a hurricane has been really big and destructive. It’s like when a sports jersey or number is retired after a really great athlete leaves a sport. When a name is retired it won’t be used again. Hope this helps.

florida is along the Atlantic ocean and the Gulf of mexico where hurricanes form. Nebraska is more land locked and hurricanes must form in warm water. Good Luck!
