I certainly hope it's a joke, the first page girls were too young to be marrying in this society. I'm not against (and not really for either) arranged marriages, as many societies have and still do, successfully use it. But in this society it is definitely weird and suspect.

you know this is a fake, right? Designed to point out how silly marriage laws can be as they vary from state to state. Obviously the author didn't do a great job of getting his point across.
