This is something you can easily do. Print out your question, then take a pencil and underline the verbs.
Then look at each one and figure out how you would do it.
What is the physical act of challenging? How would you demonstrate challenging someone? You can't, really, so it becomes a mental action verb.
When Rudollph ran - you could see him run. It was a physical action verb.
Go through each of these examples and decide for yourself which category the verbs belong in.
Some of them are not complete sentences - for example, number 22 needs the concluding section, 'achieved additional recognition for the USA .... when he (whatever achievement you want to plug in here)
