Great question but remember that one is assuming that the two surfaces are the of the same material, size, and in the same environment.
Given that all things are equal: The black surface should always will lose heat faster (mainly b/c it has adsorbed the most amount of energy/heat).

The emissivity of a black body is close to 1. So, it absorbs and emits radiation faster than other surfaces.
