Sledgehammer....For real. If the window is sized to a hole in the blocks that you want to knock out. If the window is not you can rent a concrete saw, "a buzzsaw with a masonry blade on it" and cut the hole in the wall...Just be sure that the wall is not any part of the structure of the house, and that there are no types of wiring or plumbing going through there before you do your hacking. From experience and hanging windows with my dad I know a lot of windows have moldings that go around them and shims so this doesn't need to be that precise/delicate of an operation. The window just needs to be level when it is shimmed up and moldings are ready to be applied.

I did give James a thumbs up but, he is right. Another thing you can do is rent a Stiehl chain saw with a concrete block cutter and use that. A sludge hammer is a back killer, I know. It seems like once a block is put in a dried it's like a one with the wall and, will not come out but, needs help. So, if you cut one side and then hammer it out, it may help.

Is this for an "emergency window" for someone sleeping downstairs. Do you know the right sizes, five by three and a "knock-out" that way I'd put in. Check with the building codes.
