He was tough in UFC, but the WWF/E is a whole different spectrum. The creative team did not see him fit to be a WWF/E champion, and thus he wasn't made one. However, he did win the Intercontinental title and was part of a couple of good storylines at the time, including Bret Hart vs. Stone Cold.

Probably because he wasn't a big enough draw. Compared to Austin & Rock shirts, I don't think Ken Shamrock shirts sold that well.

ah hate to break it to you pro wrestling is scripted the writers/creative team choose the winners and loosers and generally a guy that can really fight will not with the titile has he could easily make other stars look bad

Probably he is too intense and maybe couldn't tone it down and focus during the match. Maybe he didn't go along with the backstage politics. Maybe he didn't sell enough merchandise who knows

He was never booked to win it. He was the first World Champion in TNA though.
