Two reasons:

1) The media the CD Blank is made of.

2) The CD Drive has to have a laser that emits to burn the data into the CD.

if you are just using a plan CD, then reguler CD's are not made for reasing or deleting.

CD-RW / CD+RW are made for rewrite the info.
