i know about the grants but i need the know how with the program aspects

Find local sources.

Talk to other like organizations in your local area. After speaking with them speak with your local politicians about setting up such an organization and see if you can get political backing for your plan. Try your own councilman first.

If the political backing is there, set up a non-profit organization in your state that you want to do this business in.

Now that you have that set up, see if you can find some financial backing now that you have the organizational structure set up.

You will also need a business plan to attract investors as well as any grants you might be eligible for. You might need a grant writer this might be something you will have to out source unless you know of someone that will do it for you.

You might want to set up a board of directors, make sure you get your political friend call your councilman, find an attorney that is willing devote a little free time to your cause. Find others in the neighborhood you think will be able to assist you in your efforts to get your project off the ground.

First get the resources, funding, and volunteers willing to help in your cause. After that, and only after that, go to a lawyer about starting up a not for profit, charitable organization.
