I believe that the '95 has the motorized track for the shoulder harness. There's not much a non-professional can do other than spray some silicon lube on the track and gently nudge the belt holder as it reaches the stuck area. Try this several times and maybe, just maybe, you'll be lucky. But first, look into the track for obstructions, like pieces of rubber or fabric, and remove with a tweezers.

take the B-pillar panel off.thats the panel the seatbelt goes into.ive never worked on this car before, but the panel most likely snaps into place. carefully pull it away from the floor, it will take some force, the trick is to find exactly where the clip is and pull there so you dont bend the panel( a flat head screw driver may help.once you get the panel off you should see the seatbelt reel and the reason its sticking. most likely the seatbelt is folded over itself. this will probably suck, but it must be done. i hope i helped.good luck.

Yeah Pull out on it slowly but forcefully 2 or 3 times, if it doesn't come loose and you aren't sure how to do it go to a good shop/Body Shop and they'll take it apart and see if it needs to be replaced.

Pull slowly, but forcefully.
It may have folded over and the fold is getting stuck in the guide.
If you pull fast, the auto-lock mechanism engages.
