It is not okay and they care a great deal. Not only do they want you to complete the essay, they are trying to see if you can answer it completely in the confines of the word requirements. Even 201 words is not okay, and if you go above it will not look good, if they read it at all. These people read thousands of submissions, and do not care how wordy you can get. They want a quick glimpse of your answer, kind of like a resume. Make your point and wrap it up. Good luck.

Not ok. It needs to be concise, they need to be able to read it quickly (they have thousands), and they need to see that you can follow directions.
Same with college profs - if they say no more than 10 pages for a paper, don't hand in a 15 or 20 page paper. They will stop reading at 10.

350 word of a well-crafted and polished essay would get an A from me in that assignment. I will always prefer shorter to longer if the longer is just padding. 500 words or less should legitimately include 350, if they are the right 350.
