Why is it that the black guy look like "who done it...twice" like in dragon ball the guy had big pink lips.

Basically whay do black guys look like crap in some anime (i'm repeating my self T_T

The biggest problem is that there are almost zero blacks in Japan. Even today, it's something like .1% of the population are black. It wouldn't be rare for a Japanese person in a rural community to not even know a black person. Japan is very homogeneous, and as such it is somewhat ignorant towards outsiders and have some pretty weird stereotypes about blacks.
However, anime has improved in recent years. The anime you sited, Dragon Ball, was first introduced over two decades ago when the Black population was much lower that the even .1% it is today. Yes, Mr. Popo is a terrible rendition, but if you look at newer anime, you can see some serious badasses. I can name more sweet characters who were black, but I can't think of any that were insulting like Mr. Popo which were done in recent years
