yes they do actually, the new 08 luxury models have them, including the new benz s class sedan and lexus models, they are mainly heated though not cooled

No, only thing I know of is steering wheel wraps which are usually rubber or leather to reduce heat buildup on the wheel in strong sunlight and keep them more comfortable also in winter---parts stores carry them. Leather ones are the best.
