I wonder if the definition of polynomial is different in other countries, but to me the only that is not a polynomials is
2x - 1/x

I just checked this in wikipedia and I am right. Sorry guys, but 24 is a polynomials, one whose grade is 0

"Polynomials are built from terms called monomials, which consist of a constant (called the coefficient) multiplied by one or more variables (these are usually represented by letters). Each variable may have a constant positive whole number exponent. A monomial with no variables is called a constant monomial, or just a constant. The degree of a constant term is 0"

C is not a polynomial because a polynomial should not have a power in negative.

The answer is C since the degree of the variable should be a whole number only. Here the power of x is -1 which is not a whole number.
