...I agree, that Romero definitely holds the gammut, as far has maintaining a pulse on the 'living dead' genre...
...however, if I was to pick the best 'undead' excursion, keeping a close second place to anything that Romero has done, it would be the riotously hilarious and gruesome punked-out classic from 1985, "Return of the Living Dead"...
...in picking the absolute worst of the 'undead' lot, there's a certain amount of irony involved; I would have to say that anything directed and/or produced by John Russo, including "Children of the Living Dead", "Flesh Eater" and that gawd-awful re-edited version of the original "Night of the Living Dead", where he inserted new footage, depicting events that were only hinted at, in the original theatrical version of "Night..."
...the irony in this situation, comes about the fact that Russo DID write "Return of the Living Dead"; however, in the more-than-capable hands of genre director Dan O'Bannon, "Return..." became something much more than what Russo might have originally envisioned...
...I'm sure that you are well aware of the fallen-out relationship between Romero and Russo, who were the creative force behind the original "Night of the Living Dead"; the epic falling out between these two makes for yet another story, which would take up far too much space, here...
...so, what zombie film initially scared the hell out of me?? I'd have to say, Romero's 1978 classic horror-fest, "Dawn of the Dead"; it wasn't so much of a shock type of scare, as it was an uncomfortable kind of scare, as you become drawn into the story, relate to the characters, and in fact, sorta put yourself in their shoes...
...in yet another bit of irony, Romero's original "Night of the Living Dead" was the first theatrical film I ever saw, at the age of five; for some reason, which I fail to recall to this day, I thought that it was the funniest thing I had ever seen. I remember all of the people around me screaming and being scared, including my parents; however, I would still sit there, and laugh. At first, my parents assumed I just didn't understand what the film was about; on the way home from the movie, they asked me, and I told them that it "was funny, watching dead people come out of the ground, and eating live people". From then on, my parents knew for sure, that I was destined to not be a normal kid!!!...
...since then, of course, I've grown to know "Night of the Living Dead" for what it really is, as far as horror films go, and consider this classic film, despite not being overly gory by today's standards, to be one of the most horrific and terrifying horror films ever made...
...if the dead DID happen to come to life, and begin feeding on the living, well, I'd just have to take the advice of our dear friend, Sheriff McClelland of Williard County, who suggests, "Well, there's no problem. If you have a gun, shoot 'em in the head. That's a sure way to kill 'em. If you don't, get yourself a club or a torch. Beat 'em or burn 'em. They go up pretty easy"...
