Watch some documentaries. They made today's "drive by" shootings look like childs play. It was the great depression and most gangsters felt there was nothing to lose- better to die quickly and violently than to starve to death. Plus, the surplus of arms from WWI had put some of the most devastating weapons ever developed onto the black market.Not to mention that prohibition practically created organized crime as a multi-million dollar industry.

You mean as in mass kill other gangs, threaten individual shop owners to buy through people connected with the mob and take a cut of city business.
