why heating element of a kettle always found at the bottom

Several reasons: Cold water settles to the bottom.
Having the element on the bottom guarantees it will contact the water, which might not be true on the sides.
It is safer - usually the sensor is also the bottom and it is set so it turns off at 212F or nearly so. If the pan boils dry, it shuts off. As long as there is water in the pot, it won't melt.

because the heating element has to be immersed in water. if the element is ouside the water, it will burn out in less than 5 minutes.
