We turn it on when we turn ours on. We are in Michigan. It is usually in October some years it's been November. Depends on the weather.

It all depends where you are. In Quebec, it's usually turned on by October 15Th. If you are in colder climates, it would be sooner. I guess reasonableness is the answer.

my daughters is oct 15 till april 15 she just got a portable heater cause its 33 there this morning

IF THERE ARE SEVERAL APARTMENTS IN YOUR BUILDING AND THERE IS A CENTRAL HEATING/COOLING UNIT IN THE BASEMENT, YOU SHOULD ASK THE BUILDING SUPER WHEN HE WILL SWITCH FROM COOL TO HEAT.
